Michael V. Carr
P.E.
President

Mike Carr received a Bachelor’s Degree in Engineering Science from the U.S. Military Academy at West Point in 1969 and a Master’s Degree in Facilities Engineering from Arizona State University and has 35+ years of Engineering/Construction experience.
Mike worked as an Engineer for the Corps of Engineers and as the Project Manager for the Germany and Italy Pavilions at Disney’s Epcot Center in Orlando.
He then moved to Jacksonville, where he managed a $13 million expansion of the Gator Bowl that was completed in a ten-month period. Locally, he served as Project Manager for Phoenix Construction Services and completed numerous multi-million dollar projects throughout the Southeast, 1988-1991.
In 1991 he established Carr Engineering & Construction, Inc. and in 1995 built a new office complex in Panama City Beach. The company services clients throughout the Northwest Florida area.
He is personally involved in each and every project and has completed thousands of engineering designs and over 800 construction projects.

Joel Hall
Senior Construction Manager

Joel Hall has over 40 years experience in Residential, Commercial, and Military Construction and has progressed to Senior Construction Manager, overseeing all new construction for Carr Engineering & Construction, Inc.
Before coming to work for Carr Engineering & Construction, Inc., Joel served as a Bridge Inspector for the Florida Department of Transportation for over 20 years and owned and operated his own Construction Company specializing in Custom Home Construction.
Significant projects completed include Bay County Pier Replacement, Northside Elementary School, South Dock Expansion for the Panama City Port Authority, Destin Public Works Facility, Bill Frazier Field for Gulf Coast Community College, Coram & Sons Tires, Two New Facilities for Coram’s Steak & Egg, Three Two-Year Contracts for the U.S. Postal Service, Summer Towne Condominium Development (21 Cottages, Swimming Pool and Bathhouse), and numerous military projects for the U.S. Coast Guard, Tyndall Air Force Base, Coastal Systems Station, Whiting Field, Hurlburt Field, and Pensacola Naval Air Station. |

Ray Cottom
Engineer

Ray Cottom holds a Bachelor’s Degree in Civil Engineering from the University of Missouri and served 22 years in the U.S. Navy as a Special Warfare Diving Officer ~ Illustrator Draftsman. Since 1995 Ray has managed the Engineering Department of Carr Engineering & Construction, Inc. and oversees all Civil and Structural Engineering Designwork.
Designwork accomplishments include Multiple Designs for WaterColor Community Development, Rosemary Beach Town Facilities, Seaside, and Summer Towne Development, as well as building and site design for Commercial Structures of all sizes, and Coastal Zone Design and Permitting for beachfront homes and businesses. |

Jeff DelMonte
Construction Manager

Jeff DelMonte came to Carr Engineering & Construction, Inc. with over 15 years construction experience. He served as Construction Coordinator for maintenance and construction projects for Bay Medical Center, a 433 Bed Hospital and 6-Story Medical Office Building Complex, for six years after serving 20 years in the U.S. Coast Guard, where he acted as Group Engineer for various projects, including Pier Facilities, Office Renovations and Federal Redemption Restorations.
Jeff now acts as our Construction Manager for new residential and commercial projects, as well as structural repairs and waterproofing projects.
Projects Jeff has managed are a $3.5 Million Renovation of Marler Park and the Seventh Beach Access Park for Okaloosa County, Structural Repairs for Florida State University, Nantucket Village Repairs, St. Andrews State Park Entrance, numerous projects for Wild Heron Development (Gatehouse, Boathouse, Comfort Stations), Two New Ranger Residences at Navarre Beach, a New Gym Floor and the Design/Build Project of a Dry Boat Storage Facility for Coastal Systems Station, Panama City, Renovations for Mexico Beach Civic Center, and Structural Repairs for the Americana Motel. |

Hardy Gray Engineering Intern

Hardy Gray received his Bachelor’s Degree in Civil Engineering from Georgia Southern University and currently serves as an Engineering Intern for Carr Engineering & Construction, Inc.
Hardy’s Engineering responsibilities include Wind Load Analysis and Structural Design for coastal businesses and homes, Civil and Site designs for businesses, condominiums, developments and subdivisions and FDEP, FDOT, and local permitting. Hardy works closely with our clients to establish the needs and timeline of each project, performs structural analysis of all structures, develops construction drawings that meet the needs of all permitting agencies, and follows the construction phase of each project to ensure construction meets the design and permit requirements. |

Frank Dykes
Construction Manager
Engineering Technician/Permitting |
Frank Dykes has 15 years experience in the Construction Industry and has worked as a Project Manger, Site Superintendent, Class I Heavy Equipment Operator and Computer-Aided Draftsman.
At Carr Engineering & Construction, Inc., Frank originally served as Engineer Technician and was in charge of permitting, inspections, and civil and site design and drafting. Frank now works as a Project (Construction) Manager, taking full responsibility for estimating, scheduling, project buy-out, and supervision of all construction activities for each project.
Frank’s broad experience is invaluable and he is extremely knowledgeable about project management from design to permitting to construction. |
